One of the most difficult tasks, thus far, was to figure out how to list these writers.  State and local police agencies rarely change, but federal law enforcement continues to reorganize itself.  As an example, after the terrorist attacks of 2001 a massive reorganization of the federal government led to the creation of the Department of Homeland Security.  We know that ICE is part of DHS, and that the authors from ICE could be listed under DHS, but we took into account the name of the agency at their time of retirement; their intention in listing their affiliation; and, well, making it easiest on ourselves.
