In the mid 1980’s, he worked
on staff at the Institute of Police Technology and Management (Jacksonville, Florida) Among other things,
he was responsible for all micro-computer, tactical, training officer, and special investigations courses. His
education includes an AS in Criminal Justice and a BS in Education, Training and Development from Southern Illinois University.
In 1987, he went to work as a Police Chief, for the second time, in Summerville,
South Carolina. He served there for about 7-1/2 years. He ran for Sheriff in Dorchester
County. And, has been elected to three terms as Sheriff. He retired from the Sheriff’s
department and is serving as a Professional Mentor to the Afghan National Police.
In 1998, he founded the Police Dynamics
Institute to “provide character-based leadership training and technical services to law enforcement agencies around
the world.” To date, he has trained over 10,000 law enforcement officials and government leaders,
nationally and internationally, in the character-based training program called Police Dynamics. That program
is available as an e-book.
